Three Internet tools for online meetings

Our ICA-Ukraine team got an exciting request this October from a ToP facilitation team in the US to demonstrate - in English - our approach to doing a 90-minute consensus workshop, live on the computer screen.
What a challenge! We said: “Da” (yes) - even though our 1st language is Russian. At ICA-Ukraine, our networks of facilitators and subscribers are used to seeing us on their computer screen in Russian, of course. Facilitating a 90-minute workshop in English was a really good challenge for our team to work in another language and to try out our hosting and facilitation skills. We did the workshop in early November with some very experienced facilitators. We used three tools: Google Hangouts for video conferencing Linoit.com for visual brainstorming on a cloud based sticky-wall YouTube for live as well as delayed broadcasts to our list of 15,000 subscribers at the Ukraine Social Community. You can see Irina Fursman, our facilitator, beginning the workshop with the US team and our team in the Google Hangout thumbnail images below. We like to use Google Hangout because we love the face-to-face realism, and because is reliable and easy for both small and large groups (after a little practice, of course).  Svitlana started the meeting with introductions and then Irina began the demonstration workshop with this focus question: “What are the keys to successful facilitation of a consensus style workshop?” We thought this might be a lively question so everyone could try out the tools from real and shared experience.  Irina put the question on a cloud-based "sticky-wall” and sent everyone a link so they could go to the sticky-wall on their own computer screen and add their own sticky-notes at the session. Irina also demonstrated to everyone how they could pick up a sticky, start typing on it and then place it on the Sticky-Wall.  After 90 minutes, we completed the consensus workshop, answered questions including this one: “Why is it good to use this particular combination of three tools?” You can see Svitlana closing the workshop as we endedAll new Internet technologies seem to have strengths and also weaknesses for new users. Google Hangouts give small groups of up to 10 people (or in a special version 20) a strong sense of people actually being present on your computer screen - almost as if you were together in the same room. Linoit.com Sticky-walls are easy to use and help communicate ideas through text, photos, links to online documents and video clips. YouTube makes it easy to broadcast meetings to many people - both live in many locations and for delayed broadcast in other time-zones.
On the other hand, getting to a Hangout can be tricky for beginners and for people using old technology - the same is true for Linoit Sticky-walls.
At YouTube, it is easy to watch and make comments, but it usually takes an extra person on our team to manage live feedback from viewers who make comments. It also takes something to schedule meeting invitations for large groups of meeting subscribers.

Це був візит вдячності на знак того, що мешканці штату минулого року прийняли в себе на гостину групу наших школярів.
У Хопкінсі були депутати міської ради Володимир Пилипчук із синами Андрієм і Владиславом, Анатолій Пасічний та Юрій Локайчук. 10 грудня вони провели прес-конференцію, на якій поділилися враженнями від поїздки.
Мер-менеджер і приклад простоти
Мер міста Хопкінс Юджин Максвел був вдягнений просто, без пафосу. Для нього подати до столу їжу під час обідньої церемонії чи принести з гардеробу одяг не є, як вважали б наші посадовці, приниженням. У місті, яке він очолює, мешкає трохи більше 17 тисяч людей. Мер не одержує заробітної плати, але має право вести приватний бізнес. Керівник міста не має права проводити закриті ділові зустрічі, все має відбуватися прозоро.
Містом керує мер і чотири депутати
Як розповіли учасники делегації, їх цікавила робота колег, тож побували на сесії міста. Засідання проходять чітко і злагоджено. Розпочинаються в зазначений час і транслюються в онлайн-режимі. Рішення приймаються на підставі наперед відпрацьованих документів. Питання кошторису міста приймаються з урахуванням думки мешканців Хопкінса, адже він формується з коштів громади.
Там не смітять
«Америка, — як зазначив Анатолій Пасічний, — вражає чистотою». На узбіччях попереджувальні написи, якщо хтось надумає викинути папірець, доведеться заплатити штраф. Суворе там покарання і за водіння машини в нетверезому стані. А контролюють порядок самі ж жителі. У нас обурюються, коли штрафують за порушення, а там законослухняність на першому місці. Лише сім осіб прибирає місто, вони змітають сміття з узбіч, а зібране прибирає дорожній пилосос. Комунальна техніка високоякісна і модерна.
У школи – без ранців
Освітні заклади трирівневі: молодша, середня і старша. Класи, їдальні, спортивні зали комфортні. Частину часу школярі навчаються за партами, є можливість проводити уроки і в класах, де на підлозі розстелений килим. Учні просто зручно сідають у коло і слухають уроки. Ні книг, ні канцелярського приладдя з собою не беруть – все є у школах за рахунок коштів батьків. Біля навчальних закладів є паркувальні платні місця, тож і 15-річні приїздять туди машинами. Хоча таких небагато. Шкільні заклади ретельно охороняються. Як зазначив депутат Юрій Локайчук, щодо забезпечення учнів підручниками, ручками в школах, таке можна впровадити у нас, чим позбавити школярів від потреби носити важкі портфелі.

Володимир Пилипчук сказав, що бориспільська делегація передала подарунки від влади родинам, в яких мешкали наші школярі минулого року. Вони висловили бажання ще запросити бориспільців у гості.
Broadcasting to the World

ICA Ukraine has broadened its outreach, thanks to a new project called Ukraine Social Community (USC) that makes it possible for organizations and people to network and even broadcast their programmes over the Internet. ICA Ukraine’s programme, called ICA Ukraine Hosted, has boosted its profile. Although the organization is only two years old, it has received a total of 1,350,000 Google searches. In comparison, UNICEF, working in Ukraine for 22 years, has had 3,360,000 Google searches.
ICA Ukraine got involved with USC’s creator, the Institute of Creative Technologies and Mass Media, when it held ToP training for several Ukrainian NGOs in February. Since then, ICA Ukraine has become a partner and assistant in the development of USC.
According to the Institute, USC (http://ukrainasocial.ning.com/) is a virtual community, which “transforms the impossible into the possible. Ordinary people become journalists, community activists find partners, and officials who were previously inaccessible to the public use the new technologies for online communication with ordinary citizens with USC assistance”.
Says another partner of the Institute, social activist Boris Kudar from Mykolayiv in southern Ukraine: “USC is an organization of a new type: without hierarchy, structure and permanent contacts. Some people have united around the idea and keep creating tools to implement this idea.”
One of the architects of the USC network is former Soviet space engineer Nikolai Filatov, who has been working on the project without any financial remuneration. “I’m already 60 years old,” he says. “Therefore, I cannot waste time on making money at my age, as this is not my priority.”
Mr Filatov worked for 14 years in the Soviet Silicon Valley. He designed ground-based equipment for on-board computers of Soviet manned spaceships and tested the first Soviet on-board computer. With his participation, the first space photos from orbit and of the Venus surface were received. He worked in the Outer Space Communications Centre and was one of the specialists keeping space crafts Venus 9 and 10 in touch with Earth. He was also involved in the legendary 1975 session during which panoramic shots of the surface of Venus were received.
After Ukraine became independent, he was one of the first to create a private TV channel with 24-hour news. Today, through his work with the USC, he has built up a community of active and caring people.
“In several months, the number of USC members exceeded 10,000 people,” says an analyst and editor of the network, Sergiy Sukhoboychenko. That is rapid growth, when you consider that the most powerful information resources in Ukraine have only 14,000 to 15,000 fans on their pages in social networks, he says.
USC, “unnoticed” by top national journalists, has attracted the attention of IT companies, public organizations, and those in academic and political circles. “Thanks to the USC media platform, we have an excellent opportunity for weekly online chats to resolve the urgent issues of local government,” says the head of the Kharkiv Regional Council, Sergiy Chernov. “Our Association of Local Councils has received another effective tool for communication, sharing experiences and resolving of complex problems.”
Easy to use tools
The tools for taking part in the USC network are easy to use. They include the Hangouts application for video conferencing. “Technically, it’s easy,” Mr Filatov says. “You have a headset, a microphone, a webcam and access to the Internet, and that’s all you actually need.”
With the help of a specific application, users can hold a video conference and broadcast it on their YouTube channel. The video record of the conference stays on their Google+ accounts and YouTube. If they wish, they can share it through other accounts in various social networks and Internet resources.
During a video conference, up to 10 participants see and chat with each other. Thanks to simultaneous YouTube broadcasts, thousands of others can watch and leave comments. The editor (the person who initiated the conference) can control the cameras and microphones of people taking part, for example by turning them on or off, broadcast videos, presentations, texts and so on. This way, he can create a high quality (HD) video product, good enough to broadcast on television.
Now that they have gathered “a critical mass” of activists around their ideas, Mr Filatov and Mr Sukhoboychenko have offered to turn USC into a media platform for the public. “If you have something to say – please, do it, as it is technically possible,” says Mr Filatov. “The key thing is to have something to say…”
Initially, they used online radio programs. But thanks to Hangout+, they now have a full-fledged public television, with its own editors, presenters, TV stars, fans and a vast array of programs. In August alone, the USC broadcast up to 70 programmes, in which about 1,000 people took part. The viewership is growing rapidly.
ICA Ukraine has also been using these tools to develop communities both in Ukraine and around the world. Its broadcasts included one with ICA Spain on building partnerships concerning the social economy, another with ICA Australia in the development of innovative educational ideas, and a virtual ToP facilitation workshop with ICA USA.
During its ICA Ukraine Hosted programme broadcast at 6pm Kyiv time on Wednesdays, experts from various Ukrainian communities discuss different public issues, problems and possible solutions.
USC has had its share of criticism as well. Rapid growth has led to some discontent and accusations of unprofessionalism. There are complaints about the quality and content of programs, as well as the lack of competent journalists.
However, since September, the number of journalists interested in the media platform has surged.
One USC network user has a weekly program, Kozyatyn online, which broadcasts news of a small town in central Ukraine, its residents, community organizations and common issues. Other broadcast includeOnline events in the local government , which gives air time to the heads of regional and district councils from all over Ukraine, and The voice of the community should be heard, probably the most important USC program, where public figures and ordinary citizens take part in discussions.

Голова Харківської обласної ради, президент Асоціації органів місцевого самоврядування Харківської області Сергій Чернов сьогодні обговорив питання співпраці органів місцевого самоврядування регіону з президентом громадської організації «ІСА - Україна» Річардом Фурсманом.
У зустрічі також брали участь голова Борівської районної ради Євген Жук і виконавчий директор «ІСА - Україна» Світлана Саламатова.
Нагадаємо, що 15 липня в ході відеоконференції «Оnline події в органах місцевого самоврядування та третьому секторі» Асоціація органів місцевого самоврядування Харківської області та громадська організація «ІСА - Україна» підписали Меморандум, що передбачає довгострокове співробітництво сторін з метою сприяння забезпечення соціально-економічного та гуманітарного розвитку громад.
Річард Фурсман, який є також директором кампанії «Брай Мейер Фурсман (Міннесота, США), висловив подяку за запрошення і можливість зустрітися. У свою чергу, Сергій Чернов зазначив, що на його переконання, будь-які домовленості, які мають обопільну вигоду для сторін, мають супроводжуватися живим спілкуванням.
«Аналізуючи наслідки світової фінансової кризи, ми приходимо до висновку, що країни, де присутня потужна регіональна політика, а органи місцевого самоврядування наділені істотними повноваженнями, негативні явища, породжені кризою, долають набагато легше і швидше», - сказав Сергій Чернов.
При цьому він зазначив, що, напевно, немає такої країни, де існувала б ідеальна модель взаємодії центральної та місцевої влади і підкреслив: «Ми перебуваємо у безперервному пошуку, постійно удосконалюючи існуючу модель регіонального управління, яка могла б враховувати і національну специфіку, і особливості кожної території. Тому ми прагнемо познайомитися з досвідом самого широкого кола країн світу, щоб використовувати його для розбудови власної муніципальної моделі».
Методы групповой фасилитации ToP

Слову «фасилитатор» сильно не повезло ни с точки зрения благозвучности, ни с точки зрения ассоциативного ряда.
Вспоминаю, как однажды меня попросили профалиситировать сессию стратегического планирования. И тщательно допытывались, опытный ли я фалиситатор.
Или еще случай с коллегами. Накануне работы, руководитель собрал сотрудников и строго предупредил, что завтра придет консультант и будет проводить групповую фелляцию. Консультанту было не смешно. Встречали его настороженно.
Термин «фасилитация» еще не вошел в широкий обиход, и потому будет еще некоторое время источником очень разных реакций. Произошел он от английского глагола «to facilitate» и переводится как «содействовать», «способствовать», «облегчать» – короче, «быть посредником».
Фасилитатор - это професионал, обеспечивающий успешную групповую коммуникацию. Обеспечивая соблюдение правил встречи, её процедуры и регламента, фасилитатор позволяет её участникам сконцентрироваться на целях и содержании встречи. Фасилитатор превращает процесс коммуникации в удобный и лёгкий для всех участников. Он помогает понять общую цель, поддерживает позитивную групповую динамику для достижения этой цели.
Навык фасилитации сегодня не просто важен, но архиважен!
Техники фасилитации полезны не только людям "помогающих" профессий, которым «сам бог велел» - тренерам, психологам, консультантам – но и людям бизнеса. И особенно остро эти навыки нужны руководителям проектов, тим-лидерам, руководителям рабочих групп.
Теперь к сути. Есть хорошая новость. В самое ближайшее время фасилитации есть где поучиться. В сентябре стартуют три группы Ирины Фурсман (США) в разных городах Украины.

Тренинг проводится при поддержке ICA-Ukraine, входящую в международную организацию ICA. ICA уже более 50 лет активно продвигает идею партисипативного управления по всему миру. Работает с политическими, благотоврительными, общественными организациями и прочее. Издает литературу, проводит крупнейшие международные конференции.
Пройдя 2 ступени тренинга, есть возможность получить международный сертификат и присоединится к работе ICA в Украине и других странах. Принимать участие в международных конференциях и иметь доступ к знаниям и опыту, накопленным ICA.
Я не знаю, какими точно будут тренинги Ирины Фурсман. Но я ценю этот метод. И я там буду.

Sister cities victory for ICA-Ukraine

Ukraine-Minnesota exchange program participants taking part in a meeting with the governor of Kiev in May 2011.The ICA-Ukraine team began work in 2011, thanks to Irina Fursman of ICA-USA. It is hard to believe that three years ago we could not pronounce the word "participatory facilitation" and hardly understood the ToP basics. And even today, not all of us can assess the effectiveness of a simple method that helps in self-awareness in about 40 countries.
Our immersion in the magic of facilitative leadership began with the "Civic Leadership Exchange Program Ukraine-Minnesota". Irina and Richard Fursman of Minnesota came up with the idea. With the help of Svitlana and Vladimir Salamatov of Ukraine, it became reality.
The first exchange program was held in 2011, with representatives of Minnesota local self-government visiting the city of Boryspil, Ukraine. The program, which used ToP methods, helped establish close friendships and business relationships between the two sides. A sister cities agreement between Boryspil and Hopkins, Minnesota, was signed. It included cooperation between two agricultural areas – one in Ukraine and one in Minnesota. Last year, the Minnesota team hosted a delegation of 18 students from Boryspil. The students met their American peers, and studied youth projects and the process of democracy.
The main result of the initial exchange program in 2011 was the establishment of the civic organization ICA-Ukraine in May 2012 by the Ukrainian delegation after returning from Minnesota.
Today, the exchange program is continuing and involves local government representatives. The young leaders are working on a youth self-governance project called "Cafe Depot - a place free from alcohol, tobacco and drug use", an idea they borrowed from Minnesota. In February this year, we were invited to the coastal City of Nikolaev, Ukraine, to conduct ToP methodology training. Ten Ukrainian civic organizations were exposed to the three ToP basic methods, and some of them took
part a two-day course "The Basic ToP Group Facilitation Methods" in the Ukrainian capital of Kiev, the following month. There are now nine facilitators familiar with the methods. The work in various fields - government, business, consulting, university education, and community organizations. The National Academy of Public Administration, which comes under the Office of the President of Ukraine, now has a course on strategic management based on participatory approach. Civil servants who took this course have been using the methods in several government bodies immediately after graduation. 
In March this year, ICA-Ukraine began to publicising its activities over Internet television. It has set an example in Ukraine of how partnerships can be established with government and civic organizations using the ORID method. This year we also opened a virtual leadership school for teenagers on Facebook. ToP training in the project "Through volunteering to facilitative Leadership" is the next step in this initiative, which has the support of Mr Martin Gilbraith, president of ICA-International.We are proud to be a part of the global ICA team. We believe that purity of intent and knowledge can help to make the world better, cleaner and kinder. It still underestimates the value of human life. As part of the ICA, we have a special responsibility to help people learn to live with a deep respect for the other person.
